Play GSM 06.10 audio using the <audio> tag

GSM 06.10 full-rate is the speech codec of second-generation mobile telephony, and the .gsm files it leaves behind are still met in voicemail and telephony archives. The stream is headerless: 33-byte frames, one after another, 8 kHz mono by definition. Decoded by libgsm_1 — not one sample of 80 160 differs from ffmpeg's decoder.
